EXECUTIVE SESSION

The Northwest Allen County Schools Board of School Trustees met in Executive Session on Monday, October 13, 2014 at 6:00 p.m. at the Central Office. Those present: Mary Wysong, Paul Sloffer, Ron Felger and Kent Somers. John Hilger was absent.

I.C. 5-14-1.5-6.1(b) 9: To discuss a job performance evaluation of individual employees.

The board reviewed information on the performance evaluation of an individual employee.

No other business was discussed.

REGULAR MEETING

The Northwest Allen County Board of School Trustees met in regular session on Monday, October 13, 2014 immediately following the executive session in the Central Office Board Room. Members present: Mary Wysong, Paul Sloffer, Ron Felger and Kent Somers. John Hilger was absent. Also present: Chris Himsel, Gloria Shamanoff, Bill Mallers, Lisa Harris, staff, patrons and reporters.

Motions herewith mentioned are unanimous unless otherwise stated.

President Mary Wysong called the meeting to order. Motion to approve the minutes of the September 29, 2014 regular meeting as presented by Ron Felger; seconded by Paul Sloffer. Motion carried.

Mr. Himsel commended the Carroll High School Neon Nation for their recent fund raising efforts.

A. FUND RAISERS Requested approval of the enclosed fund raising requests for the 2014-15 school year. Motion to approve by Paul Sloffer; seconded by Ron Felger. Motion carried.

BUSINESS REPORT

A. CAPITAL PROJECTS PLAN ADOPTION RESOLUTION Requested approval of the 2015-17 Capital Projects Plan as presented. Advertised 2015 appropriation of $5,839,519.00 and levy of $6,078,512.00. Motion to approve by Kent Somers; seconded by Ron Felger. Motion carried.

B. BUS REPLACEMENT PLAN ADOPTION RESOLUTION Requested approval of the 2015-26 Bus Replacement Plan as presented. Advertised 2015 appropriation of $1,003,632.00 and levy of $1,070,390.00. Motion to approve by Paul Sloffer; seconded by Kent Somers. Motion carried.

C. 2015 BUDGET LINE 2 RESOLUTION Recommended the enclosed resolution authorizing the Business Manager to reduce the July 1, 2014 through December 31, 2014 appropriations for the 2015 budget. Motion to approve by Ron Felger; seconded by Kent Somers. Motion carried.

D. 2015 BUDGET ADOPTION RESOLUTION Recommended 2015 Resolution for Appropriations and Tax Rate - Budget Form 4. Appropriation of $64,962,668.00 and levy of $28,285,134.00.Motion to approve by Ron Felger; seconded by Kent Somers. Motion carried.

E. RESOLUTION FOR GOALS FOR EXPENDITURE CATEGORIES Recommended the enclosed Resolution for Goals for Expenditure Categories. Motion to approve by Ron Felger; seconded by Paul Sloffer. Motion carried.

F. CAPITAL PROJECTS EMERGENCY RESOLUTION Recommended approval of the enclosed Capital Projects Emergency Resolution for $16,876.80. Motion to approve by Paul Sloffer; seconded by Kent Somers. Motion carried.

G. COMMON CONSTRUCTION WAGE MEETING Recommended appointment of Bill Mallers as Industry Representative and Niles Pfafman as Taxpayer Representative for a common construction wage committee meeting for capital projects. Motion to approve by Ron Felger; seconded by Kent Somers. Motion carried.

H. REFUNDING BOND ISSUE Curt Pletcher, Umbaugh & Associates, presented information on the refunding of the 2005 bond issue with questions asked and answered. Requested permission to publish Notice of Hearing on Amendment to Lease. Motion to approve by Kent Somers; seconded by Paul Sloffer. Motion carried.
