REORGANIZATION MEETING


The Northwest Allen County Board of School Trustees met at the NACS Central Office Board Room, on Monday, January 11, 2016, at 7:00 p.m. for the annual reorganization meeting of the board. Members present: Ron Felger, Paul Sloffer, John Hilger, Kent Somers and Liz Hathaway. Also present: Chris Himsel; Gloria Shamanoff, Bill Mallers, Lisa Harris, staff, and a reporter.


Motions herewith mentioned are unanimous unless otherwise stated.


President Ron Felger opened the reorganization meeting. Ron Felger asked Lisa Harris, Notary Public, to administer the Oaths of Office. Mrs. Harris led the board members in reciting their oaths of office.


Mr. Felger opened the floor for nominations for President. Liz Hathaway nominated Kent Somers for President; John Hilger seconded. No other nominations presented. Vote for Kent Somers as President taken. Motion carried. President Kent Somers opened the floor for nominations for Vice President. Paul Sloffer nominated Liz Hathaway for Vice President; John Hilger seconded. No other nominations presented. Vote for Liz Hathaway as Vice President taken. Motion carried. Kent Somers opened the floor for nominations for Secretary. Ron Felger nominated Paul Sloffer for Secretary; John Hilger seconded. No other nominations presented. Vote for Paul Sloffer as Secretary taken. Motion carried.


Recommended Julianne Striggle as Corporation Treasurer and Marlene Behnke as Corporation Deputy Treasurer. Motion to accept by John Hilger; seconded by Liz Hathaway. Motion carried.


As per Indiana Code IC 5-3-1-4, newspaper designation for the corporation was recommended as Fort Wayne Newspapers (News Sentinel and Journal Gazette) and Northwest News. Motion to accept recommendation by Liz Hathaway; seconded by Paul Sloffer. Motion carried.

Official bonds for the corporation were recommended as follows: Treasurer, $100,000; Deputy Treasurer, $100,000; High School Extracurricular Treasurers, $100,000; Middle School Extracurricular Treasurers, $100,000; Elementary School Extracurricular Treasurers, $50,000 each. Motion to accept bond amounts by Liz Hathaway; seconded by Paul Sloffer. Motion carried.


The law firm of Shambaugh, Kast, Beck, and Williams was recommended as continuing as corporation legal counsel with John Bloom as attorney along with the General Retainer and Fee Outline enclosed. Motion to accept by Paul Sloffer; seconded by John Hilger. Ron Felger abstained. Motion carried.

Recommended school board salary of $1,900.00 per member per year with a $56.00 compensation for any extra meetings, executive sessions, employee health insurance, other insurance packages the same as offered to the administrators. Motion to accept by John Hilger; seconded by Liz Hathaway. Motion carried.


Recommended the enclosed school board meeting dates and times for the second and last Mondays of each month, January 2016 through June 2017, unless there are conflicts. Motion to approve by Liz Hathaway; seconded by Ron Felger. Motion carried.

A. CURRICULUM UPDATE


Chris Himsel and Deb Neumeyer presented an update on Curriculum.


Mr. Himsel acknowledged Deb Neumeyer's upcoming retirement and thanked her for her service to NACS.


BUSINESS REPORT


A. RESOLUTION TO INSTALL 2016 APPROPRIATIONS Recommend approval of the enclosed resolution to install the 2016 NACS budget appropriations of $67,865,313.00, as advertised and adopted. Motion to approve by Ron Felger; seconded by John Hilger. Motion carried.


B. RESOLUTION TO CARRY FORWARD 2015 APPROPIATION Recommend approval of the enclosed resolution to carry forward 2015 appropriations to the 2016 calendar year. Motion to approve by Liz Hathaway; seconded by Paul Sloffer. Motion carried.


Motion to approve claims and payroll, subject to audit, by John Hilger; seconded by Ron Felger. Motion carried.
