EXECUTIVE SESSION


The Northwest Allen County Board of School Trustees met in executive session on January 9, 2017, at 6:00 p.m. in the Central Office Board Room. Members present: Kent Somers, Liz Hathaway, Ron Felger, Steve Bartkus and John Hilger. Also present: Chris Himsel, Gloria Shamanoff, Bill Mallers; John Bloom; Sam DiPrimio and John Miller.


I.C. 5-14-1.5-6.1(b) 11: To train school board members with an outside consultant about the performance of the role of the members as public officials.

Mr. Bloom and Mr. Himsel presented information about the role of the members as public officials as outlined by law and by adopted bylaws.

No other business was discussed.

Meeting adjourned 6:55 p.m.

REORGANIZATION MEETING

The Northwest Allen County Board of School Trustees met at the NACS Central Office Board Room, on Monday, January 9, 2017, at 7:00 p.m. for the annual reorganization meeting of the board. Members present: Kent Somers; Liz Hathaway: Ron Felger, Steve Bartkus, and John Hilger. Also present: Chris Himsel; Gloria Shamanoff, Bill Mallers, John Bloom, Lisa Harris, staff, patrons and a reporter.

Motions herewith mentioned are unanimous unless otherwise stated.

President Kent Somers opened the reorganization meeting. Kent Somers asked Lisa Harris, Notary Public, to administer the Oaths of Office. Mrs. Harris led the board members in reciting their oaths of office.

Mr. Somers opened the floor for nominations for President. Ron Felger made a motion to retain Kent Somers as President; Liz Hathaway seconded. No other nominations presented. Motion to close nominations by John Hilger; seconded by Steve Bartkus. Vote to retain Kent Somers as President taken. Motion carried. President Kent Somers opened the floor for nominations for Vice President. Ron Felger nominated Liz Hathaway for Vice President; John Hilger seconded. No other nominations presented. Motion to close nominations by John Hilger; seconded by Ron Felger. Vote for Liz Hathaway as Vice President taken. Motion carried. Kent Somers opened the floor for nominations for Secretary. Liz Hathaway nominated Ron Felger for Secretary; John Hilger seconded. No other nominations presented. Motion to close nominations by John Hilger; seconded by Liz Hathaway. Vote for Ron Felger as Secretary taken. Motion carried.

Recommended Julianne Striggle as Corporation Treasurer and Patricia Hauser as Corporation Deputy Treasurer. Motion to accept by Liz Hathaway; seconded by Ron Felger. Motion carried.

As per Indiana Code IC 5-3-1-4, newspaper designation for the corporation was recommended as Fort Wayne Newspapers (News Sentinel and Journal Gazette) and Northwest News. Motion to accept recommendation by Liz Hathaway; seconded by Ron Felger. Motion carried.

Official bonds for the corporation were recommended as follows: Treasurer, $100,000; Deputy Treasurer, $100,000; High School Extracurricular Treasurers, $100,000; Middle School Extracurricular Treasurers, $50,000; Elementary School Extracurricular Treasurers, $25,000; Faithful Performance Blanket Position Bond $25,000. Motion to accept bond amounts by Ron Felger; seconded by Liz Hathaway. Motion carried.

The law firm of Shambaugh, Kast, Beck, and Williams was recommended as continuing as corporation legal counsel with John Bloom as attorney along with the General Retainer and Fee Outline enclosed. Motion to accept by John Hilger; seconded by Liz Hathaway. Ron Felger abstained. Motion carried.

Recommended school board salary of $1,900.00 per member per year with a $56.00 compensation for any extra meetings, executive sessions, employee health insurance, other insurance packages the same as offered to the administrators. Motion to accept by Steve Bartkus; seconded by Ron Felger. Motion carried.

Recommended the enclosed school board meeting dates and times for the second and last Mondays of each month at 7:00 p.m., January 2017 through June 2018, unless there are conflicts. Motion to approve by Ron Felger; seconded by Liz Hathaway. Motion carried.

SUPERINTENDENT'S REPORT

A. ATTENDANCE AREA ADJUSTMENTS TO ACCOMMODATE NEW DEVELOPMENTS

Recommended attendance area adjustments for the area inclusive of the Fox Hollow, Aslan Passage, and Bonterra developments to Perry Hill Elementary School. Motion to approve by Liz Hathaway; seconded by John Hilger. Motion carried.

BUSINESS REPORT

A. RESOLUTION TO INSTALL 2017 APPROPRIATIONS Recommended approval of the enclosed resolution to install the 2017 NACS budget appropriations of $69,933,678.00, as advertised and adopted. Motion to approve by John Hilger; seconded by Liz Hathaway. Motion carried.

B. CORPORATION PAYMENTS Building Corporation Payments - $11,488.38. Motion to approve by Ron Felger; seconded by John Hilger. Motion carried.

Motion to approve claims and payroll, subject to audit, by Liz Hathaway; seconded by Ron Felger. Motion carried.

Board Comments: Ron Felger congratulated former Allen County Auditor Tera Klutz for her promotion to State Auditor.

Kent Somers welcomed Steve Bartkus as a School Board member.

Audience Comments: Ryan Schwab announced his resignation from the Northwest News.
