EXECUTIVE SESSION


The Northwest Allen County Board of School Trustees met in executive session on April 24, 2017, at 6:00 p.m. in the Central Office Board Room. Members present: Kent Somers, Liz Hathaway, Ron Felger, and Steve Bartkus. Also present: Chris Himsel, Gloria Shamanoff, Bill Mallers; John Bloom, and Nicholas Hursh.


I.C. 5-14-1.5-6.1(b) 11: To train school board members with an outside consultant about the performance of the role of the members as public officials.

I.C. 5-14-1.5-6.1(b) 2(D): For discussion of strategy with respect to the purchase or lease of real property.

Mr. Bloom presented information about the role of the members as public officials. In addition, Mr. Bloom presented information with respect to the purchase or lease of real property.

No other business was discussed.

REGULAR MEETING

The Northwest Allen County Board of School Trustees met in regular session on Monday, April 24, 2017 at 7:08 p.m. in the Central Office Board Room. Members present: Kent Somers, Liz Hathaway, Ron Felger and Steve Bartkus. Also present: Chris Himsel, Gloria Shamanoff, Bill Mallers, John Miller, Lisa Harris, staff, students, and reporters.

Motions herewith mentioned are unanimous unless otherwise stated.

President Kent Somers called the meeting to order.

Motion to approve the minutes of the April 10, 2017 regular meeting as presented by Liz Hathaway; seconded by Ron Felger. Motion carried.

John Miller, NACS Chief Operations Officer, presented an update regarding the School Resource Officer (SRO) program.


BUSINESS REPORT

A. 2017 SUMMER MECHANICAL PROJECTS Recommended Shambaugh & Son at a bid of $597,291 for the 2017 Summer Mechanical Projects; which includes replacement of the Oak View chiller, and replacement of the Natatorium and Hickory Center boilers. Motion to approve by Ron Felger; seconded by Liz Hathaway. Motion carried.

B. BUS REPLACEMENT PLAN AMENDMENT Requested permission to advertise for a Bus Replacement Plan Amendment Hearing to be held on May 22, 2017. Motion to approve by Liz Hathaway; seconded by Steve Bartkus. Motion carried.

C. CIRCUIT BREAKER WAIVER Recommended approval of the Written Request for Waiver from Implementation of Protected Taxes Under IC 6-1.1-20.6-9.9 submitted to the Department of Local Government Finance. Motion to approve by Ron Felger; seconded by Liz Hathaway. Motion carried.

D. CORPORATION PURCHASES Recommended deduct credit change orders of $12,110 and $4,210 to A. Hattersley and Sons for the CHS chiller replacement project. Motion to approve by Steve Bartkus; seconded by Liz Hathaway. Motion carried.

E. CORPORATION PAYMENTS Building Corporation Payments - $18,237.87. Motion to approve by Ron Felger; seconded by Steve Bartkus. Motion carried.

Motion to approve claims and payroll, subject to audit, by Liz Hathaway; seconded by Ron Felger. Motion carried.

Board Comments: Kent Somers expressed condolences to Tim Gross and his family at the recent loss of his father.

He also congratulated Nancy Emerson and Sheila Gagan for their upcoming retirements and thanked them for their service to the NACS community.

Audience Comments: None

Superintendent's Comments: Dr. Himsel thanked all of the NE Indiana Legislative Delegation for their work and commitment to the NE Indiana Region during the 2017 session of the General Assembly.

Dr. Himsel stated that the school board has been watching the growth in the NACS district and is reviewing options for the future. In the short term, at least Huntertown Elementary School will have portable classrooms beginning with the upcoming school year.
