REGULAR MEETING

The Northwest Allen County Board of School Trustees met in regular session on Monday, December 16, 2013 at 7:00 p.m. in the Central Office Board Room. Members present: Mary Wysong, John Hilger, Paul Sloffer, Ron Felger and Kent Somers. Also present: Chris Himsel, Bill Mallers, Gloria Shamanoff, Lisa Harris, Andy Downs,staff, parents, and reporters.

Motions herewith mentioned are unanimous unless otherwise stated.

President Mary Wysong called the meeting to order. Motion to approve the minutes of the December 9, 2013 executive session and regular meeting as presented by Ron Felger; seconded by John Hilger. Motion carried.

PRESENTATION OF COMMUNITY SURVEY RESULTS

Andy Downs from the Mike Downs Center for Politics presented the results of the recent community survey.

GIFT/GRANT/DONATION ACCEPTANCESam DiPrimio, Carroll High Principal, requested permission to accept a donation from the Indiana Youth Institute in the amount of $750.00 to be used for Photographic Education Conference expenses for Nicole Croy. Jada Conner, Director of Special Education, requested permission to accept a donation of equipment valued at $1,273.45 from Nathan and Shanna Conner. Motion to approve by Paul Sloffer; seconded by John Hilger. Motion carried.

SUPERINTENDENT'S CONTRACT RENEWAL

President Mary Wysong called for a motion to approve the renewal of the Superintendent's Contract for Chris Himsel as presented. Motion to approve by John Hilger; seconded by Kent Somers. Motion carried.

SUPERINTENDENT'S REPORT

ALLEN COUNTY PUBLIC LIBRARY BOARD REPRESENTATIVE

Recommended approval of the reappointment of Gloria Shamanoff to the Allen County Public Library Board of Library Trustees. Motion to approve by Ron Felger; seconded by Paul Sloffer. Motion carried.

BUSINESS REPORT

  1. BUSINESS INSURANCE PACKAGE FOR 2014Requested approval of the renewal through Old National Insurance agency of the 2014 business insurance package for $562,693; which includes the Package, Automotive, and Umbrella with Indiana Insurance for $301,594, the Boiler & Machinery with Cincinnati Insurance for $11,432, Crime with Westfield Insurance for $1,871, and Workers Compensation with Eastern Alliance for $247,796. See enclosed summary. Motion to approve by Ron Felger; seconded by John Hilger.Questions asked and answered. Motion to amend the motion to include earthquake coverage by John Hilger; seconded by Paul Sloffer. Questions asked and answered. Vote to amend the motion was one for (John Hilger) and four against (Mary Wysong; Paul Sloffer; Ron Felger; and Kent Somers). Motion to amend defeated. Original motion carried.
  2. RESOLUTION TO ADJUST 2013 BUDGETRecommended the enclosed resolution to adjust the 2013 budget. Motion to approve by Kent Somers; seconded by Ron Felger. Motion carried.
  3. PAYMENT OF YEAR-END CLAIMS AND PAYROLLRequested permission to pay the year-end claims and payroll, as the budget will allow. Motion to approve by Paul Sloffer; seconded by John Hilger. Motion carried.
  4. CORPORATION PAYMENTSRecommended Building Corporation Payments - Series 2013 Bond Refunding - $1,360.00. Motion to approve by Ron Felger; seconded by Paul Sloffer.

Motion to approve claims and payroll, subject to audit, by Kent Somers; seconded by John Hilger. Motion carried.
